Slightly pliable shells are not unusual for smaller hatchlings (less than a year old), especially the marginal scutes above the tail. With adequate calcium and Vit D3, the shell normally hardens at about a year.
If you think your UVB isn't emitting sufficent UVB rays, it would be good to change it.
