I'm going to go out on a limb and say unless your heater was manufactured over 5 years ago, there should be no mercury. Check carefully in the debris, are there any small liquid blobs that are silver? Mercury will be silver/gray and liquid while in the water, and it should form spherical shapes.
IF YOU FIND THESE, scoop them out IN WATER and keep them covered IN WATER and contact your local authorities for proper disposal. Mercury is 100% safe as long as it remains under water.
