60liters of water, fluval u4 filter its for 90-110 liters

Just looking at what you wrote, that's about 15 gallons of water and a filter that's good for about 25 - 35 gallons of water. I don't remember the particulars of your RES or situation, but unless you have an extremely small hatchling, that's not enough.

I think Fluval have some specification issues. Not certain where you got 90-110l from, but on their UK web site they have it as 90-150 in one place and 130-240 in another (I think the 130-240 is correct).
Either way I would go for a cannister filter, as it will filter the water a lot more effectively.
Also a cannister is more expensive in the short term but cheaper long term if you end up continually replacing the Poly/Carbon Cartridge on the internal.

Wow I've never seen those before. Weird looking filter but looks ok. That filter should be more than enough. But like said before 15 gallons isn't much water even for a hatchling.

What are the dimensions of the tank? Can you add more water to it, but not enough to let the turtle escape out the top?

that's a pretty cool looking filter. i wonder why fluval doesn't make that for the US i'm sure it would sell.

You should find it on sale in the US. It is very new.
Yes it is cool looking, yes I am sure it will sell well.
BUT if I needed a big internal, I would go for an Eheim 2252. Not cool looking, more expensive to buy, but cheaper longer term and expandable to cut down cleaning frequency.

for sure. I am just saying that they could capitalize on Americans want to buy something just for the fact that it looks cool. But eheim internals would kick butt all over fluvals internal i bet.

The link I posted is a US Vendor. They're located in PA. Also that was a quick google, I'm sure there's more US carries that have it too.
