im not sure about this but im thinking that a filter that would perform will in a 50 gallon would create almost a whirlpool in a 20 gallon. wait for another opinion on that though. it might end up being best to get the filter after you get the tank

I agree with Daniel. If you are going to purchase the 50 gal soon, you can just purchase a filter at the same time.

I recommend the Fluval FX5. Pricey, but it will follow you with almost any upgrade you do.

If you can, I would recommend getting as big of a tank as you can now (even bigger than 50 gal). 2 RES will need an 80 gallon tank within a year. (10 gallons of water per inch of shell per turtle). The FX5 will be good in a larger tank too :)

I've used an Aquaclear 70 in a 20-gallon long tank. It worked really well, but that was with only 1 eastern painted. Two growing turtles in a tank that's too small are going to tax any filter...

Please remember that you should make sure that your filter exchanges the water at least 5 times per hour. More is better unless you make a blender out of you tank. I have a 350gph on a 29 gallon and it churns the water a bit. You may be able to get by with that but you will have to be careful with the suction and discharge with small turtles. Good Luck!!
