If it's anything like the submersible pumps you buy for ponds, all you have to do is put it in water. It will fill up by itself--- just plug it in and it pumps water.

Like, how do you start the filter, or get it going? Most smaller pumps need to be "primed," which is just filling the filter canister itself, and also filling the tubes, or pipes with water, so that when the pump starts up it doesn't have to run dry, or start the cycle, by sucking water all the way up the tubes, or pipes in your case.

I think he wants to know if you just plug it in the first time you start it, or do you do anything to "prime(like, fill the tubes, or pipes, with water)" first?

I see... what I did is I filled the box with water first then closed the lid and plug in the power. That's it. The filter is pretty strong so it only took couple of seconds to get it started going.

So is the box airtight? It must be to create the suction to draw the water into the intake pipe. Pretty neat!

I think the pump just has to be submerged in water.

The pump looks like it pushes the water from the filter box into the tank. It looks like there would have to be a vacuum created in the box to pull the water from the tank up the tube and then into the filter. That's what makes me think that the box is airtight. There are locking clamps on the lid, there's probably also a gasket to make the seal tight. Hmmm, so where did he find a container like that?
