I don't recognize the brand name whatsoever, but it looks like they took a lot of there engineering and design from the Marineland C-360 canister filter. I have read about the Marineland C-360 a bit and most people who have them seem to be pleased with them. It's a good design.

However, the UV sterilizer is not necesary...and for a few bucks less you can get a Fluval 404 for $85 new on Ebay. Or for $130 you can probably find a Rena XP3 if you want.

So do you put your filter media inside the white pads that they include?

Looks like the generic kind they buy from China and sell as their "own" brand. They call it the "ACQUACHIARA" on their site, no one else seems to be selling that brand. Another site sells this as "JHW-303B + 9W UV Sterilizer"
