Feeding Tank Depth?

How much water do you put in your feeding tank, in relation to the size of the turtle?

Just enough to cover them so they can swallow, or enough to swim and turn over?

I've started feeding my babies in the bucket I use to clean the tank with, no filter yet so keeping it fresh and clean. I think i'm putting in too much water they seem to be spending more time flailing to the surface to breathe than eating. Also tried jello shots today. No go so far but will try again. It melted into a gooo at the bottom.

I put in just enough water to cover their shells. So they cant actually swim. The really big turtles the water usually only goes 3 quarters up their shell.
