I have a rescue that I took in back in May that was really shy and didn't want to eat anything either. The only thing that got her appetite moving was cooked shrimp. It's not something you would want to give a lot of or frequently for the rest of it's life because it's too fatty and you'd need to get them to eat veggies and other things BUT when I first got my turtle and she was sick, scared, and traumatized that was the only thing that she wouldn't turn down. I was able to wean her off it and get her to start eating vegetables later on. Or you can try making the turtle jello that if you put into the site search will come up. That was a good transition food for us.
Best of luck and be patient. My very very shy girl now will eat from my hand and will climb into my lap when I let her walk around. I think she is the coolest thing in the world.
