It is generally never a good idea to feed one type of animal a prepared food intended for another, especially on a regular basis.
Goldfish (& koi) food, in general, is usually very high in fat content, which is not good for your turtle. Pond koi food is typically extremely high in protein, also not good for your turtle. The colour enhancer you are referring to is probably spirulina, which is OK for your turtle but is not a necessary part of a good diet. Also, if your turtle is fed with an appropriate diet intended for a turtle then he/she will develop the colouring that he/she should naturally have, and be much healthier as a result.
