ok so my babies are eating much better now that im feeding them in water, but the bigger one was hogging most of the food so I decided to put them in two separate containers when feeding. They have eaten a ton of duckweed and anacharis in their main tank, and the bigger guy is a really good eater he looks at me and waits for me to put his food in. But the little guy since being moved to his own container hasnt ate pellets. When they were being fed together I would watch him eat so I know he eats, but my concern with feeding them together was that big guy would eat 4 pellets to littl guys 1. So I separated them cause I dont want to overfeed or underfeed. I think ill try to soak little guys pellets in tuna juice for pm feeding, but is there nything else I can do but wait?

You seperated your turtles into different tanks? Forever? Because if that is the case, then you can just feed the little guy in his tank.

Try feeding the little guy in the actual tank. He may be too nervous to eat outside of it. Since the other turtle is eating just fine in a separate container keep feeding him outside the tank so he doesn't hog all the food.
