Ponds and other outdoor enclosures.

i live in northern new mexico (its alot colder than you would think) and im wondering if a SUMMER ONLY outdoor pond would work hear. most definitly not in winter, it would be buried in 4 feet of snow.
i could just use a kiddie pool right? im thinking about buryng it down slightly so my turtle can get out, and having it fenced in somehow so that he can still get onto the bank but wont get out. any tips for building a seasonal pond? cant do it till next summer, so plenty of time to prepare.
