Since my 1 meter by length tank is getting to small, tomorrow i am installing a pond, i will be installing a waterfall but i cannot get a filter for it as it is in the yard.

How can i keep it clean and healthy for the turtles?

There are actually pond filters and that's what most people use. You can just run an extension chord to an outlet.

A simple approach is a pump feeding an above ground filter used for koi ponds. Very cheap with a massive oxygen rich filtering area.

I have recently bought one for indoor pond, the equivalent of $40 (+pump)

The one I bought is at the link below, you may not be able to get that exact one in NZ, but there are probably similar.
