Sand (especially pool filter sand) makes a very nice substrate, and it doesn't get all nasty like rocks do. Plus the turtle loves it. It gives him something to walk on/dig in, on the bottom of the tank. Sand combined with a piece or two of driftwood makes for a very interesting environment for the turtle. Mine has dug the sand out from underneath one of my pieces of driftwood so he can scratch his back on the driftwood. (he's also strong enough to lift the driftwood as well, so I'm not concerned that he'll get stuck)
