Reading through the main site will be a great start. While hatchlings seem to be what everyone wants, there are a lot of older turts out there that others have decided they are unable to keep. Hatchlings that you find from street vendors and even in pet stores are often sick before you buy them because people don't know how to properly care for them. Hatchlings are also more sensitive to water temp and such. Really, whether you get a hatchling or an adult is up to you, but check out your breeder before you make up your mind, or check to see if any adults need rescued.
The main site as well as the forums list all of the materials that you will need. You mentioned most of it. Do your research and buy products that are going to last you a long time. If you can afford a larger set up now, I would recommend it. The less upgrading you have to do, the less money you will spend in the long run.
I applaud you on doing your research first...I was way too impulsive!
