Most likely it's fly or mosquito larvae... but could also be parasites or a type of worm. Have you fed your turtle any kind of worms or fish?

Mosquitos won't bother your turtle, but the water should be agitated so they're not encouraged to lay their eggs there.

steve: i am sure they are mosquito larvae because when i look inside the filter i can see the red worms forming into a mosquito.

Diamondbacks4Life: err.. my filter is inside the tank and i think is a internal filter. the filter is like a transparent container and i put some sand and the foam in the filter the pump pump the water in the filter and out AND i see the larvae growing in the foam =D

Their probably midge fly larvae not mosquito's. The adults look exactly like mosquitoes. They are called blood worms I believe. They are usually fed to fish and they're harmless. I had a batch of them grow and fly away from my tank as well. :) Really gross.
