What do you mean "refuses to be in water?"... Does your turtle have access to any water?

Your turtle doesn't really need to hibernate and they NEED to have access to water. By your post i'm guessing he/she doesn't have access to water...

What do you mean when you say he refuses to be in the water? When you had water in the tank, was he constantly wanting to be on the basking area? What temp do you normally keep the water at?

If he's in a room in your house, that room must be awfully cold for him to want to hibernate. What is the ambient air temp?

Are you sure he's not ill?

yeah that is not normal, they should want to be in the water unless the water is dirty, totally not the right temperature, or they are sick.

and they do NOT need to hibernate.

I've never heard of a turtle refusing water indoors for hibernation...I'm thinking your turtle might be sick?

Can you tell us a bit more?
