After finally cleaning my tank since around, idk November or December?! , there were little bits of brown stuff that my fish net can't pick up..... is there anything that I can use to get it? Maybe some kind of pantyhose our something will work? I'm trying to think of a cheap way?

A turkey baster is great for picking up little things.
