Some of it will. Screens are made to filter out UV rays. You can put it on top of a piece of light diffuser(aka egg crate) and because the holes are larger, none of the UV rays will be filtered out.

The light will come through just fine, but the UVB rays will be greatly diminished. If you must sit it on something, try a piece of "egg crate" like untsmurf suggested.

i dont think the uvb light would get hot enough to melt the egg crate since it is a compact florescent. the bulb you use for heat though might be able to melt it though. you can just cut part of the egg crate out so that there is nothing between the bulb and basking area
