so i am making/made a new platform out of PVC pipe from the idea i got on here. i made the ramp from bamboo shoots i got at home depot laid horizontally across and hot glued to the PVC so she can get grip on them. then took a sheet of plexyglass and covered it with sticky backed tile for the top. so now that im basically done with it i realized i should have asked before but, will the bamboo hold up in the water? is she going to try to eat them and tear them up? and its not toxic for her is it?

What kind of hot glue did you use? From my understanding, it doesn't always hold well to PVC, and you want to make sure it's a non-toxic kind and that none is showing so your turtle can't eat it.
Is the bamboo treated at all?
That adhesive on the tile is pretty strong, so make sure you don't let it touch the water so it can't leak in. I'm not sure about its' toxicity though.

the glue i used is non toxic and i have used to before. bamboo doesnt look or feel treated with anything but im going to put a shoot in some water to make sure nothing comes out of it.

here is a pic of it.

It's going to be nearly impossible for you to tell if the bamboo is leeching into the water. Just because the water doesn't look different doesn't mean that harmful chemicals haven't made it into the water (think CSI). I would ask the place you got it where they get it from, if it's natural, if not if you can have the company's name that sells it and ask them.
