I went to a place were they sell stuff for fish and turtles, I told the person that Im going to do a terrarium, and he told me that is better if I skip the water part of it, because that will cause fungus... It is enough with putting the turtle on a place with water only for 3 hours a day... Im definitely putting a water section, but can a turtle be fine, only with beign 3 hours a day in water..?

A turtle could survive that way, but it wouldn't be very happy. Give him as much water as you can.

RES are aquatic turtles. Not only do they enjoy the water but they need it to eat in.
I don't think that three hours a day would leave the turtle hydrated enough to be very healthy.

It is for a Res or a different kind of turtle? My Res spends almost no time out of water, but if it is a land turtle like a box turtle then they make barriers so you can have a water spot in the tank with them.
