I bought this nice aquarium set. It came with this two, 12 inch, 15 wt, fluorescent bulbs. They produce UVA, UVB, and heat, correct? Is the combined 30 wt powerful in enough in the three aspects to support my two turtles? They're both four.

A fluorescent bulb will not produce enough heat for a turtle to bask. You'll need an incandescent for that. Most aquariums wouldn't come with a UVB bulb, does it say anything about what percentage of UVB output it provides?

No, but I have a 60 or 80 wt basking lamp from my old tank, and a 40 wt uv lamp. I'll just use those. If there's any room, is there any harm keeping the fluorescent bulbs there?

I wouldn't think so, so long as it doesn't become insanely bright for your turtle!

How old is the uv light (and is it really a UVB light---it should say so if it is). Regular UVB lights need to be replaced about every 6 months, so if the (UVB) light is older than than that, I'd get a new one. The heat source should bring the basking area temp into the 88-90F range.
