What is the basking temp and the water temp? Do you have basking bulbs(UVB/UVA)? Do you have a water heater? And also you should fill the tank up as much as you can without allowing easy escape RES are great climbers.

The gravel in the tank looks pretty small. RES are known to eat the gravel and it came become impacted.

How long have you had your turtles? If they are still adjusting to a new tank and environment, they may not feel comfortable enough to eat yet.

They do need much more water. You can fill it up quite a bit with water without worrying. Without the gravel in the tank, clean up will be much easier on you.

What do you have the light fixture sitting on? If it's a screen, make sure the holes are at least 1/2 inch to allow UVB rays to go through. Anything smaller will block the UVB. If it's glass, you'll need to get rid of the glass and find another solution for holding the light fixture.
