Yes that is extremely crowded. I have 3 turtles in a 120 gallon and sometimes I wonder if even that's too small. I have to do 50% water changes to it once a week to keep it sanitary. That many turtles in a 20 gallon will never be sanitary and they will need much more room to grow. A 20 gallon would barely be big enough for just one of your turtles at the moment, and they will out grow it in a year.
