Well, no you do not need a bubbler. It doesn't really do anything...Anyway, your filter may not be strong enough for tank. And yor temperature is a lttle high. It should be more about 75*F, I do believe.

No, you don't need a bubbler. For a turtle's tank, it's mainly for decoration.

I think Jebo 838 is adequate for your tank, even if you fill up all of it. What you're
experiencing is probably bacterial bloom. Is your setup new? Or is the filter new?
What you need to do is change about 10% of the water daily until it clears up.
When that happens, your filter is matured enough. Meaning beneficial bacteria
colonized the biomedia of the filter.

I hope this helps.

Sounds like your tank is just cycling like Kemul said. Yes, you should do small water changes and your water will clear up. Don't clean the filter. By the way, when you do need to "clean the filter" do not rinse your sponge with tap water - it will kill off your beneficial bacteria! (use tank water). The biological media does not get rinsed, but if you must clean it, do it with tank water... not tap water.

By the way, you don't need a bubbler. The only reason somebody might suggest that is because i think that the bubbler speeds up the growth of the beneficial bacteria. But no, you do not need it (unless you're keeping fish).

If you just bought the tank then I would just about guarantee it's your tank trying to cycle, don't do anymore %70 changes do %10 to %25 and wait on it to clear up. If you have city water don't add any of that back to the tank without first treating it with a dechlorinator or leaving it to sit out for a few hours to let any chlorine evaporate. If you have well water then fill away, maybe get an additive to remove heavy metals but probably no worries. If you are just adding city tap water back into the tank then get used to this because it's going to be a never ending cycle.
