t-t-Keeper - Without knowing the particulars about your set up, I would think that your filter pump is not large enough. You should establish how many gph you filter pumps puts out. The gold standard is 5 times, or more, the amount of water you have in your tank. When talking to pet shops they will try and guide you by doubling or tripling some tank size. That means nothing! Turtles need much more filtration to get the water cleaned up. M.

What color is the cloudiness?

White: the tank is cycling. Changing the water 100% will stop the tank from cycling.
Cycling is in terms of a nitrogen cycle: waste and uneaten food -> ammonia ->
nitrite -> nitrate. The white cloudiness is actually beneficial bacteria blooming.
The beneficial bacteria converts ammonia to nitrite and nitrite to nitrate. Only
nitrate is considered harmless to a certain amount for turtle or fish. Plants "eat"
nitrate, that's one way to get rid of nitrate from tank. The other is to change water
regularly. After the first nitrogen cycle, your tank water will become clear.

Green: algae. Algae is considered as plant. Read the description above. :)
