No. 1) The lizard will likely be eaten. 2) The lizard may have poison glands or other toxins which will kill the turtle once eaten. 3) Different animals secrete different things into the water, so the lizard may get ill from the turtle secretions or vice versa.
Stick with feeder fish for the turtles and give the lizard his own tank.
