I want to use this together with a powerhead I have standing around (about 300gph) in a 10G tank (w/ 1.5" turtle).

Is this a good idea? Anyone has experience with this filter or using a powerhead + attachment as a filter? How well do they usually work?

I am currently using an emperor 400. It keeps the water very very clean, but I am having diffculty setting up a basking spot because I have to fill the water level almost to the top to prevent all the splashing.

I am trying to keep the cost as low as possible, so I want to use what I already have and not spend too much again. (canister filter)

You can build an above tank basking area to solve your problem. You can make it out of wood or plastic pretty cheaply.

I thought about that...and i've seen people with photos of that...

but then I don't think i have time for that plus i am sure it will cost more to go to a home hardware store to buy all the supplies & tools (I think the only tools I have at home is a screw-driver + hammer)

I don't know, I just saw someone post a contraption they made out of a laundry basket and egg crate, using scissors, wash line clips, and glue. It was the first time I've seen someone not need any major tools.

All I did for my above tank basking area was buy a long piece of vinylboard & have Home Depot cut it for me at the store. I used a screwdriver to piece it together & put some leftover plastic chicken-type-fencing on the front w/ a staple gun. I paid about $25 for the board & around $10 for the staple gun.

I don't have experience w/ the filter set-up you mentioned, but I do know that a 10g tank won't last you very long! I have a Marineland Penguin filter (350 I believe?) which is a small step below the Emperor & it works great w/ the 55 gal filled w/in a couple inches from the top (pictured in above link)

c906 - From the start you need a larger tank for the 1-1/2 inch turtle. The general rule of thumb is 10 gallon per inch. If you use a 300 gph in a 10 gallon tank you are 30 times per hour exchange which is a bit too much. I have 350 on a 30 gallon and is has somewhat of a swirl.
