I got some cheap feeder fish (.08 cents each) that are VERY pretty. Some have fantails, some have vivid blue & green coloring, some polka-dotted & yellow, etc. If you look around you'll find some very pretty feeders. Then I put them in the tank. Two were eaten immediately, but the other dozen or so have lasted about a week. I'll replace them as needed. They do make the tank prettier.
Of course, some turtles are better at catching fish than our hatchling....
You may need to rely on 'props' as already suggested.
