I'm getting a 55 gal used turtle tank from someone who is upgrading. It was just emptied yesterday. Do I need to clean it w/vinegar or bleach? What's the easiest way of cleaning a large tank?

I'd say you take precaution and clean the tank. Best way is to use dilute white vinegar. Make sure to rinse thoroughly and then air dry, once dry you may use it. I think most everyone here uses vinegar.

You could use bleach, but you would have to rinse very well and also let the tank dry for 24 hrs

If it's a used turtle tank, I'd be more cautious and use bleach. Add about 2oz per gallon of water to dilute it. Bleach is better at disinfecting than vinegar, I wouldn't want your turtle to catch something from the other turtle's tank.
After you clean with the dilute bleach rinse it very well and let it dry overnight.
