DC and Morty used to sit on their water heater all the time when I had them in the 20gal tank.

The underwater heaters are not dangerous for your water pets. They get hot, but the heat dissipates in the water to warm the tank.

Having said this, don't plug in the underwater heater if it isn't in the water....it will get too hot & burn out. Always keep it IN the water & you won't have a problem.

I have a 55 gallon tank and it has two hoods, I replaced one side with a grid type top, they sell these at pet stores fairly cheap, but luckily my husband made me one at his work but i have my uvb bulb in the lighting fixture that came with the tank and my clamp lamp (heat) laying on the grid so that it is right above his basking area. Thats what PetSmart suggested doing and it seems to work.

If it works, that's great. I can't really envision how much of the UVB light is over the basking area (it sounds like it's a tube that goes down the center of the tank?), but try to get as much of it over the basking area as possible.

And if the UVB is on top of the hood then the glass/plastic cover is blocking out the UV rays.
