I keep my 90-gallon turtle tank in the living room (where the TV is). It's on a custom wooden stand & just looks like a big piece of furniture. Plus, I like to see my turtle when I am running around the house doing stuff. You can safely use one of those powerstrips (that you use for a computer) which easily gives you 5 outlets in one. That way you can plug in your UV lamps, water heater, water filter, etc.
My 20-gallon frog tank is on a kitchen counter, and so is my 2 gallon Betta tank (they are both next to the kitchen sink, on opposing sides of the sink). I don't have a filter for the frog or betta since water changes are very easy.
For a limited budget, one of those big rubbermaid storage containers makes a fine home for your turtle. It may not be the "prettiest" thing around, but there are a lot of people on this board that have them. The expensive thing will be getting a UVB lamp for the turtle....UVB is not cheap. UVA is cheap & you can economize by just using a household light bulb (UVA is "heat"....UVB is "radiation" and that's why it is more expensive but necessary since your turtle can't absorb calcium without UVB).
