It's shell fungus, and Ralphie is a girl (if you didn't know).

Do a forum search for SSD cream or Silver sulfadiazine, to read up on it and treatment. How big is she now?

15 months old, i added more heat lamps, UVB light deck to hang out on water changed every two weeks

Then you probably noticed the infection spread. Has her setup changed from when this first showed up?

more heat light for her thats all feed her pellets once a day

Does she bask more? How many hours a day? What kind of pellets? Can she completely dry off?

She needs some Hikari Wheat Germ. It's not meant for turtles, but you can mix some into her diet to speed up shedding. Right now, it's imperative to get rid of the discolored/infected scutes.

she does but not as much as i think she should about 3 to 4 hours a day yes completely dried off, pellets are Tetra TetraFauna ReptoMin Floating Food Sticks, how can i get the silver stuff without an Rx?

It can be found without an rx, but I'm not sure if it's the same stuff. It's important that her habitat is good and that she basks a lot. If you treat this and it comes back, you might be able to treat it as effectively/
