Earlier my wife apparently witnessed the more submissive of our two turtles (still figuring out their genders) 'fluttering' at the more outgoing one.

My wife says she saw this twice. We've never witnessed it before, but we see it can be a sign of dominance. Is it just done for show, or is it serious? Is it maybe time to separate them?

It's mainly for show but it can escalate. Once biting starts, then it will be time to separate them.
