Well a picture would be a great help in seeing if your turtle is fine or not, otehrwise, there can be a multitude of reasons for it. I'm just throwing a ball out in the open, but my quick hypothesis (which can be completely wrong are):
Does it looked ripped, or ragged? Often when turtles are injured and the exterior skin is gone, you see a white interior.
There may be calcium/residue buildup if it looks kind of chunky or you can take it off.
Your turtle may just be shedding if it's really flaky and transparent.
If it looks like an abnormal growth, it may be a bacterial infection.
That's all I could come up with at this moment, by any means it could be anything simple and nothing to worry about, but again, a picture would help, and maybe check out what I said up there.
