From the video it looks like the pellets are just too big for it to eat. If it can eat them when their mushy that also makes me think that it just can't get the pellet in its mouth. Try freeze dried blood worms. They are small and soft. Easy to eat. Omega one juvenile pellets are also small.

From the video, I can tell you that I have seen most hatchlings do exactly what your turtle does. Try to bite the food and miss. They don't have very good aim when they are little. Try hand feeding, by holding the pellets in front of him/her, and letting him/her nibble at them. That's what I did with mine when they were little.

Also, your turtles belong in deeper water. This is why he's wandering around slowly and always at the bottom of the plastic tank he's in, because, well, he's unavoidably at the bottom of the tank. Check out the care guide throughout the forum, and work toward upgrading their tank set up. It's actually quite fun, designing your turtles' house. (Also, as turtles grow, they tend to become aggressive toward each other, and can seriously hurt each other. I recommend you begin housing them in separate tanks).

I put him in a new tank and filled up the water a little higher. Now he just closed his eyes and floats around.
