I noticed Sal's shell is still a bit squishy, and i noticed a spot on his shell where it seems to be lifting up or something... im not sure, i dont watn to pick at it or anything, but i just want to make sure he is okay.

he has been eating well, and basking,

i was just wondering if there is anything i can do to help him firm up his shell, and if i should be concerned about the spot in the picture.

Which spot are you looking at? A hatchling's shell will be slightly pliable... make sure his diet has some calcium and that he has UVB/basking areas setup correctly.

its on the outer edge, white scrapey, it looks like he had an edge of it snagged

Are you using a UVA, UVB, and a heat lamp? If you are not, then get one! Basking offers a time to soak up all that Vitamin D3, which turtles need to produce calcium, which is cruicial to having a hard healthy shell. If Sal doesn't bask, then drydock her.
