If you read the basic care section of this website then you already know that the water temperature is too high and that the tank is much too small. That's just for starters. A UVB lamp is vital for the proper growth and health the your turtles. The water must also be deep enough for them to swim freely since RES are aquatic turtles. It's good that you have already read about the RES basic care. Now please read the sections on Basic RES Info, General Issues, Nutrition, Habitat, Water Quality, Lighting & Basking and Health.
Red Eared Sliders are very demanding and delicate animals to take care of. Sadly, the people who sell these wonderful turtles usually do not know much about them and will mislead or lie to get you to buy them. They obviously don't care the least bit about the animal itself, or for the new owner. Too many people are led to believe that they are just cute little animals that you can throw in a little plastic tub of water with a few food pellets and that's it. Only to be heartbroken when the babies that they've fallen in love with get sick and die.
It's not really your fault and it's a good thing that you are now doing some research to save your sick turtle. Unfortunately, it sounds like it may be very difficult to find a good veterinarian in India who can or is willing to treat turtles since they are illegal there. I hope you are able to correct their habitat conditions and find someone who can give your sick turtle the proper medical treatment.
Your other turtle, Bubbles, sounds like he is doing well for now. Baby turtles are very shy and cautious. Especially during the first week or two after you bring them home, they will be afraid of you or anything else that moves. Try not to handle them too much during this time since it will cause a lot of stress and could make them even sicker. Actually, you shouldn't hand a baby RES too much anyway.
