Exactly how long have you had your turtles and exactly when did you notice the swollen eyelids? Both eyes are swollen? Are they swollen completely shut? If not, will the turtle eat? Does the turtle rub at his eyes? Does the turtle have any other symptoms besides swollen eyes (wheezing, mucus from the nose or mouth, frequent yawning, tilting to the side when in the water, for example)?
What kind of set-up do your turtles have? What are the temps of the water and basking area?
How big are they (shell lengths without the curve) and how big is the tank they're in?
Do you know what conditions the turtles were living in before you got them? Do you know what they're diet was like? What are you feeding them now?
Swollen eyes can basically be due to a respriatory infection (why I asked about the symptoms and set-up), a vitamin deficiency (why I asked about their diet, both past and present), or an injury or irritation (injury is less likely if both eyes are affected). It can also be the result of a combination of these factors.
Without more info, it's difficult to give advice. More details are necessary to be able to help your turtle...
