My turtle still weighs the same and still is the same size since 1 year ago. Its still active, but I'm wondering if somethings wrong with it. The other turtle is younger then this one, but its at least twice the size.

is he getting enough to eat or is the bigger one bullying him? Maybe try separating them at feeding time to make sure he's getting his share.

How big are they each now? Could they already maybe be fullgrown depending on if it is male or female?

The big one is greedy I drop in quite a lot of food for them and seperate them during feeding time. I feed them dead fish every now and then, since i'm also crazy about fish. The turtles become by toilet for my fish.

The tank is quite large in size. About 15 g

That's not a very big tank for two turtles. If they were 1 inch each in shell length, it would be OK. How big are they? The smaller one could be stressed, which could affect growth rate.
And why are you feeding your turtles dead fish? Do you know what they died of?

Feeding your turtle dead fish is not a good idea unless you killed a healthy fish yourself, you don't know what the fish died of, so if you feed it to your turtle, what ever killed you fish will affect your turtle.

Most of my fish die from different P.H. levels.
