Is it a fungus infection?

Hello
I have a red eared slider turtle. Recently when I change the water I see some small white woolen-like things in the water which seem belong to the turtle's shell or skin. When I wash turtle’s shell and again change the water in happens again, although I can not see any thing unusual on the shell. Is it fungus or any harmful thing? What should I do?

Can you post a picture?

Turtles do shed skin (and it will look like something thin & filmy hanging off their skin & floating in the water).
