A change in behavior is an indication that something's wrong. A lack of appetite and excessive basking are two signs of an RI (as is open-mouth breathing, frequent yawning, wheezing, mucus/bubbles in the nose or mouth to name a few others). It's possible your turtle is in the early stages of an RI.
How warm is the water now? Do you have a submersible heater? If so, set the temp at 82F and raise the basking area temp to make it 10 degrees higher than the water. Do not assume that warmer is better...
Raise the temps as was suggested. It's impossible to know if this will "take care of the problem." If you don't see a quick improvement in the activity level of your turtle and his appetite (or if you start to see some of those other symptoms), it would be best to find a herp vet and have your turtle seen for treatment.
