Turtle has white layer covering eye in water? Help!!

I need some emergency care for my turtle, looking for home remedies because vet service is really inaccessible where I live. Here are the details - Someone please tell me if this is normal or if if’s a problem?
How big is your turtle?
4/4.5 inches
How long have you had it?
6 years
What is the water temperature? 70-80 degrees
Did you use a thermometer? In the beginning - we put him near a window so natural sunlight gets through - we live in a really warm climate
Are you using a water heater? No
How much water is in there? 50 gallons
Are you using a water conditioner? No
Are you using any filtration? Yes - mechanical (foam for the poo) and machine(?) three step
What is the basking temperature? Not sure
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? Glass
Is there a UVB light? Yes
What have you been trying to feed it? Pellets and lettuce
When was the last time your turtle ate? Yesterday
How big is the tank/pond/enclosure? Enough to hold 50 gallons and a long platform
Is the tank near a window? Yes
Is the tank in a room with a lot of activity? Yes
Have you read the Basic Care section? Yes
Have you searched the forums for similar situations? Yes
Is there any other unusual activity/symptoms? His arms don’t really move over his head
