Water quality is important, so is the ability to bask. There are different medications that are applied differently. Some are added into the water, some are applied directly onto the area. I would first see if there is any you can apply directly onto the shell.

Does that while blotch come off if you rub at it gently? If so, what does the shell look like underneath? Is there any similar whitness at all on any other part of the shell?

no it dosent it looks like it might be under a layer of shell maybe water or somthing got under some peeling part of his shell i just dont kno i just took him out and examined it and i dont think its a fungas the discoloration could be scaring or just an abnomality on the shellif it spreads i guess i will know if its a fungas i will watch closly i hope it isnt anything bad in the two weeks ive had him ive gotten pretty attached 2 him he knows me now and is more responsive when i bring him out of his tank instead of hideing in his shell he is a very outgoing guy! :D anyone have any other ideas? and no their is no other discoloration anywhere else

Ok---the white can be rubbed off? If so, it is on the surface of the shell, not part of it. And the rest of the shell, according to you is OK...

The white area isn't soft at all? It doesn't have an odor? I'd clean it off well (you can put a little diluted white vinegar on a q-tip and rub it off). See if it comes back.
