Visual on 3 yr old RES. Concerned about flaking

Please let me know if my RES appears healthy. Have changed his diet to add more veg and less protien. He get's mostly red leaf lettuce and some feeder fish with about (1) or (2) pellets a week.

How big is your turtle? just under 3"
How long have you had it? He is 3

What is the water temperature? Room temp - 70
Are you using a water heater? No
How much water is in there? 45 gallons
Are you using a water conditioner? No
Are you using any filtration? No

Is there a basking light? Yes.
Is there a basking platform that is easy to climb on? Yes.
What kind is it or what is it made out of? It is the large zoo med turtle dock. He always goes on it.
Is there a UVB light? Early morning Through window during winter. Outside time in Spring/Summer

How big is the tank/pond/enclosure? 55 Gallon
Is the tank near a window? Yes
Is the tank in a room with a lot of activity? Not really

He looks and behaves as always, was just concerned with some white flakes he has been giving off lately.

He's starting to shed retained scutes. You need to let him have access to a UVB light more than just in the morning and in the summer. Also, get a filter. It's not an option.

Linus is right. Plus a window will filter the UVB. How is his setup outdoors?
