Turtle wont eat

How big is your turtle? 2 1/2 inches
How long have you had it? 6 months

What is the water temperature? 78 degrees
Did you use a thermometer? no
Are you using a water heater? yes
How much water is in there? About 1/3 of the tank is filled
Are you using a water conditioner? no
Are you using any filtration? yes

What is the basking temperature? 90 degrees
Is there a basking light? yes
Is there a basking platform that is easy to climb on? yes
What kind is it or what is it made out of? Tetrafauna turtle terrace
Is there a UVB light? yes

What have you been trying to feed it? Reptomin baby pellets
When was the last time your turtle ate? Almost 2 weeks

How big is the tank/pond/enclosure? 10 gallons (I know this is too small but I'll upgrade soon)
Is the tank near a window? no
Is the tank in a room with a lot of activity? no

Have you read the Basic Care section? yes
Have you searched the forums for similar situations? yes

Is there any other unusual activity/symptoms? He won't bask. Buddy holds onto the basking area with his front legs and hangs from it or sometimes he'll just lay at the bottom of the tank and just come up for air.

Today Buddy was swimming against the glass, so I gave him a pellet to see if he'd eat it. He ate it, but when i gave him a few more he didn't eat them. He still wont bask and like every 10 minutes he makes this weird sound that almost sounds like he's blowing bubbles in the water.

how is his swimming patterns? is he swimming lopsided (on one side)? is he swimming in circles? try soaking the pellet in tuna juice and see if he eats it. the bubbles, where does it come from, his nose or his mouth?

When he swims, it looks normal. I didn't really see any bubbles, I was in the other room when I heard him do it. He stopped making the noise now. He's finally started basking again, but he won't eat. I haven't tried soaking a pellet in tuna juice yet, though.
