It does look like fungus. There are some burry white spots near the center that I do not know what it is.

What do I do to help the turtle get better???

You need to visit a herp vet and have them check it out. Silver sulfadiazine cream is very effective against fungus but make sure it's habitat is correctly setup and has all the basics. If the fungus comes back, it will be very difficult to deal with a second or third time.

I wouldn't wait to long before taking him. If the Vet cant see you for a few days, a suggestion, clean him warm water and a soft toothbrush (water in a dish and dip toothbrush in water), use Lotrimin AF cream after you lightly dry him/her off (lightly dab dry), then drydock for a little bit. This was suggested to me when I had to make an appt with my vet for my little one. Please, do not use this as a cure as it is not a cure! Take him/her to a Vet ASAP!
