Is there any way you can post pictures?

It could be a number of things..

1.ear abcess
2.respitory infection
3. too much clorine in the water
etc....

How big is the turtle? Does it have red streaks on the side of its head? Does it have webbed back feet (would be aquatic)?

Are there any other symptoms (open-mouth breathing, wheezing, mucus from the nose or mouth, if the turtle is aquatic, tilting to the side when in the water, for example).

Assuming the turtle is an aquatic, what are the water and basking area temps?

What is the turtle being fed? If the diet has been unbalanced for any length of time, he could have a Vitamin A deficiency as well, which would show up as swollen eyes. To see if it is, get some plain cod liver oil put some one a q-tip and apply it to the eye lids once or twice a day for several days. If there is a Vitamin A deficiency, the condition should improve.

But are there any other symptoms?

And if you can't post a pic, can you describe what the turtle looks like?
