It takes some time for RES to get used to their environment and until they aren't stressed, they will not eat. It is very important to make sure he is in the correct habitat with proper water/basking temps, place to bask under heat light and a UVB light, plenty of swimming room, good filter, places under water to hide/rest on:fake /real plants. If everything is correct in the set-up give him a few days to warm up to things. If the set-up isn't correct, be sure to do your best to set up his habitat correctly as soon as possible.

Are there any signs/symptoms of illness? If not then just give him some time to get used to things. Enticing him to eat with something smelly (bits of tuna packed in water) might work for a while until you can get him to eat the pellets/veggies he should have. :)

When i first got my turtles 8 months ago I had the exact same problem. I knew nothing about them but i learned really fast. I bought a thermometer, checked the temp and discovered that it was 70F. Way way too low for a baby turtle. I ran out, bought a water heater, and slowly brought the water temp up to 80F. He quickly began munching shrimp treats. About 2-3 days later i started weening him off the shrimp treats and onto pellets..
Stinky tuna is just about the best food there is to entice turtles to eat...

This probably isnt the main problem but because you never said the tanks size.(if it is smaller than 20gallons) you need a bigger sized tank for 2 baby turtles, a 20 gallon or 30 gallon would do for them for now.
