Urgent Care :: Wound on head?

I came home from work this weekend to see what looks almost like orange silly string on my poor turtles shell and on one side of her head. I'm really worried and I think she got a wound on her head. This is the best picture I could take and I'm reluctant to do anything till I know more unless it's taking her to the vet. Does anyone know anything about this?

Real hard to tell from the picture. Is there another turtle in there? Was there an abscess there before?
