Urgent Care :: BABY RES Spot on Shell. Help

Bacon, one of our new RES that was gifted to us has a spot on his shell.
He/She has had it since we've had him/her... but I'm starting to get concerned.
Please let me know what you might think it is and how I cure it if it is abnormal.

That looks like where the egg sack was attached to his shell. How old is he and how big?

I'm not quite sure how old he is. I got him about a month ago as a present. He/She is approx. 1.5 inches. The other thing that makes me worries is that he seems to bask considerably more than the other RES I was gifted at the same time and I can't seem to get him to eat nor have I seen him eat and he only floats... never swims into the water only on top. The other RES, Cupcake is about 2 inches.

Is the spot squishy or soft? Does it smell? Separate him from Cupcake in case he is sick. Try live feeders to get him to eat. Hold a squiggly worm next to him or a small fish. He may just have failure to thrive. Which means just give him extra attention, but he may not make it anyway. Make sure his water temps are 80 degrees and his basking 90. The additional heat may help his immune system.
